CDOT

Loveland Pass is part of US Highway 6 and remains an active mountain transportation route. Colorado Department of Transportation notices show that the pass can close temporarily for organized events, crashes, severe weather, geologic hazards and traffic rerouting from Interstate 70.[1]

What the source does not claim

CDOT does not manage Loveland Pass as an astronomy venue. There is no official telescope pad, standing stargazing program or guarantee that a particular turnout is appropriate for a long nighttime stop.[1]

That distinction matters at this elevation: road conditions, snow, wind, lightning, traffic and legal parking are more important than simply finding a dark-looking overlook.[1]
