The U.S. Forest Service manages Pawnee National Grassland as part of the Arapaho and Roosevelt National Forests and Pawnee National Grassland system, with designated campgrounds, trails, picnic areas and other recreation sites.[1]

At Crow Valley Recreation Area, federal recreation information specifically lists “star gazing” among popular activities and describes the surrounding short-grass prairie.[1]

Use a specific site, not the whole grassland

Pawnee is a large working landscape with public and private parcels, roads, energy infrastructure and changing conditions. The direct sources support stargazing at developed recreation areas, but they do not turn every dark-looking road into a legal observing site.[1]

Current Forest Service notices also show that fire restrictions can materially change what visitors may do, including where vehicles can be parked off road.[1]
